Executive Director Massachusetts POST

The Massachusetts Peace Officers Standards and Training Commission (POST) is an independent agency, with appointees from the Governor and Attorney General, which was established by Chapter 253 of the Acts of 2020.  POST’s role is to create a mandatory certification process for police officers in Massachusetts, as well as processes for decertification, suspension of certification, or reprimand in the event of certain misconduct. POST will also be responsible for investigating and adjudicating claims of misconduct, maintaining databases of training, certification, employment and internal affairs records for all officers, and certifying law enforcement agencies. By creating a central entity to oversee officer certification, POST will ensure that those officers' training and misconduct records are available to the public.

  1. PURPOSE OF THE JOB

To oversee and administer the daily operations of POST and to ensure that POST is fulfilling its statutory mandate to create a mandatory certification process for police officers, as well as processes for decertification, suspension of certification, or reprimand, in the event of certain misconduct.

  1. ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
  • Guiding and administering POST’s internal operations, including organizational structure, internal policies, budget, and personnel.
  • Recruiting POST staff, consultants, agents and advisors including, but not limited to, the Chief Financial and Accounting Officer; the General Counsel; the Chief Technology Officer; the Directors of the Divisions of Police Certification and Police Standards; investigation and enforcement personnel; IT personnel; and administrative personnel.
  • Working with the POST Chair and the eight other POST Commissioners on projects that are necessary to start up the operations of POST, to ensure that POST runs effectively, and to fulfill POST’s statutory mandate.
  • Establishing employment and administrative policies and procedures for all functions and for the day-to-day operations of POST with the goal of creating a professional, efficient, and high functioning team.
  • Acting as POST’s liaison to: legislators; the Executive Office of Public Safety and Security and its agencies, including the Municipal Police Training Committee; law enforcement agencies and officers; and the general public.
  • Attending and representing POST at public meetings, hearings and other appearances.
  • Overseeing the creation and operation of databases as required by POST’s enabling statute in conjunction with the Chief Technology Officer.
  • Assisting in the development and oversight of POST’s budget in conjunction with the Chief Financial and Accounting Officer.
  • Working with the Comptroller and other relevant agencies to ensure that process and reporting requirements are being followed.
  • Assisting in the development and execution of a multi-platform media strategy, including responding to requests as to POST’s operations.
  • Preparing POST’s reports as required by POST’s enabling statute.
  1. SUPERVISORY RESPONSIBILITIES
  • Supervising key management employees, including the Chief Financial and Accounting Officer, the General Counsel, the Chief Technology Officer, and the Directors of the Divisions of Police Certification and Police Standards.
  • Coordinating the workload of POST to ensure timely processing and integration of processes.
  • Developing and administering appropriate training for POST staff, in conjunction with the Human Resources Director, to ensure that all staff is competent and knowledgeable about regulations, policies and procedures pertaining to their job responsibilities and working to update the training as needed.
  • Monitoring all work quality, review, and enforcement policies and procedures.
  • Running regular staff meetings.
  1. EXPERIENCE AND SKILLS
  • Bachelor’s degree from an accredited institution of higher education required; law degree or masters of business administration preferred.
  • 10 years of management experience.
  • Experience in building and leading newly created organizations.
  • Developed knowledge of the law enforcement and public safety environment from the perspectives of law enforcement agencies and officers and members of the public involved with law enforcement.
  • Experience with adjudicatory proceedings.
  • Verifiable management experience, including a minimum of 5 years of supervisory experience.
  • Excellent interpersonal, organizational, management and communication skills, including strong writing skills.
  • Experience in a regulatory agency or other regulatory compliance experience.
  • Strong interpersonal and organizational skills, and an ability to deal with complex issues, in, at times, an emotionally charged environment.

Salary Range: 

Commensurate with experience.

The Executive Director is a management position; as such the successful candidate will be hired as an employee at will. This position is non-civil service. This position is an exempt position.
