Description of Work

 

The North Carolina Department of Justice protects the people of North Carolina through its work to prevent crime and support law enforcement, to safeguard consumers, and to defend the State, its people, and their constitutional rights.
 
 The North Carolina Department of Justice provides excellent representation and support to law enforcement, consumers, the State, and its people through teamwork, innovation, and a commitment to public service.

  • We provide legal representation and advice to state agencies, government departments, and commissions. If the public interest is at stake, Attorney General Stein can take legal action to protect the State and its people.
  • We assist local law enforcement agencies and district attorneys throughout North Carolina in fighting crime and prosecuting cases. The State Crime Lab analyzes evidence related to criminal investigations to help convict the guilty and exonerate the innocent.
  • We oversee training and standards for law enforcement through the Criminal Justice Education and Training Standards Commission, the Sheriffs' Education and Training Standards Commission, and the North Carolina Justice Academy.
  • We protect the people of North Carolina through our Consumer Protection Division's work to address frauds and scams and the Public Protection Section's work to protect the rights and safety of the public.

 An exciting and challenging opportunity awaits a highly qualified Director of the Criminal Justice Standards Division.   This position is managerial exempt under N.C.G.S. 126 – 5 (b) (2) and reports directly to the Attorney General and serves the North Carolina Criminal Justice Education and Training Standards Commission (Commission) (G. S. 19C-9C).  The Director has complete accountability for program implementation and success.  This position will be responsible for managing and providing strategic oversight as the Program Administrator for the Commission. In this capacity, the Director is responsible for the development, planning, implementation, administration and enforcement of existing and new programs of the Commission, the management and oversight of grants, Human Resource administration, the oversight of all receipts dedicated for the purpose of carrying out the programs of the Criminal Justice Standards Division, and completion of special projects assigned by the Attorney General, Chief of Staff or Commission.

 

The Director will manage a team who is responsible for ensuring that the State’s criminal justice officers are both competent and ethical in the conduct of their duties.   The Director and their team will work on behalf of the Commission to provide quality criminal justice services to all the citizens of North Carolina. 

The Director also is responsible for:

  • Providing expert testimony to agency leadership and legislative committees;
  • Providing data, information and recommendations to leadership on all aspects of the Criminal Justice Standards Division;
  • Ensuring the Division is administered in full compliance with federal and state laws and regulations;
  • Administering three major programs under the Commission - Company Police Program, Carry Concealed Handgun Instructor Program and Retired Law Enforcement Officer’s Firearms Certification Program;
  • Overseeing of administrative rules for mandatory entrance requirements, training, and certification standards for all criminal justice personnel in North Carolina;
  • Conducting needs assessments and evaluations of existing and new programs and preparing comprehensive reports and recommendations to the Criminal Justice Commission;
  • Partnering with legal counsel to review and evaluate current statutes and administrative rules and identify, formulate, and draft revisions;
  • Responding to inquiries from Police Chiefs, agency heads and criminal justice agency personnel, the public, and the news media regarding the applicability of General Statute 17C (Criminal Justice Education and Training Standards Commission) and the administrative rules. 

 

The ideal candidate will have the following knowledge, skills, or experience with:

  • Criminal Justice system, State and Federal requirements and guidelines on selection, employment, and training of criminal justice staff;
  • N.C.G.S. 17C and Title 12, Chapter 9 of the North Carolina Administrative Code;
  • the operations of a regulatory agency;
  • Ability to perceive, conceptually organize, write and develop new programs for recommendation to the Criminal Justice Standards Commission;
  • Ability to exercise judgment and discretion in applying and interpreting laws, administrative rules, policies and procedures; and
  • Ability to establish and maintain strong and effective working relationships with agency staff, officials, Commission members, certified officers, and the general public.
     
     

The ideal candidate will uphold the values of the Department and policies of the Attorney General and will work seamlessly with his/her peers in the Department of Justice Legal, Communications, and Legislative Liaison units to respond to legal matters, inquiries from the press and legislature.  This position will be responsible for the management of all division staff and all HR-related matters with support and guidance from the HR Director.   The Director also works with DOJ’s Financial Services Section to review and monitor the budget of the Division, with support from DOJ’s Chief Financial Officer.   The Director is ultimately responsible for the quality of work produced as well as oversight for the supervision and management of the Division staff.

Ability to establish and maintain effective working relationships with agency personnel, officials Commission members, certified officers and the general public;
Ability to work independently;
Ability to handle multiple tasks and projects simultaneously;
Good organizational skills, flexibility and attention to detail and,
Skill in practicing effective communication techniques, both orally and in writing. 

Minimum Education and Experience Requirements

Bachelor s degree in public administration, police administration, criminal justice, or a related field from an appropriately accredited institution and six years of progressively responsible administrative experience in the criminal justice system; or an equivalent combination of education and experience.
