ICITAP Law Enforcement Police Inspector Advisor 14 Kosovo

The US Justice Department’s International Criminal Investigative Training Assistance Program (ICITAP) is an international law enforcement development agency with projects around the world.  The ICITAP Program in Kosovo offers development assistance through a comprehensive and integrated program of advising, mentoring, training, and technical assistance to professionalize the Police Inspectorate of Kosovo (PIK) and develop their capabilities to properly investigation allegations of criminal misconduct, rule infraction of Lieutenant Colonels and above and inspect procedures and processes in the Kosovo Police.
 
ICITAP-Kosovo seeks a law enforcement professional with strong, supervisory and working-level experience and expertise in organizational reform, internal investigations, anti-corruption, and policy and procedure development. The ideal candidate will have demonstrated experience in:
 
  • All facets of developing, advising, training and mentoring law enforcement programs specifically in Internal Affairs and/or Law Enforcement Inspector General field; 
  • Knowledge of and experience in organizational reform and policy and procedure development as related to law enforcement like agencies
  • Prior international experience and/or the ability to work effectively in a non-traditional US environment (candidates must be willing to relocate to Pristina, Kosovo for an extended period of time)
  • Exceptional inter-personal skills to effectively work with ICITAP staff, host-country nationals, U.S. embassy personnel, as well as other individuals and organizations from the international community.
  • Ability to assess and coordinate with other international law enforcement donor efforts. 
  • Ability to provide reoccurring consultation within the Ministry of Internal Affairs on issues related to the PIK reform efforts.
In all cases, educational and senior management requirements may be substituted by additional years of law enforcement experience or overseas development experience.

 

 
 
  • Master’s degree
  • Minimum of fifteen (15) years LE experience, with at least ten (10) years of investigative experience preferably in Internal Affairs or Law Enforcement Inspector General Field.
  • Experience in the field(s) of policy reform, organizational development, and criminal investigations.
  • Documented experience as supervisor, manager or task force lead in a federal task force, state agency or large police department. A large police department is defined as a police department with a minimum of 75 sworn officers.
  • Documented advanced report writing skills.
  • Documented ability to assess, analyse, and produce written communications articulating necessary steps to address in a sustainable manner the staffing, structure, policy, and training needs of an organization.  
  • Proven ability to operate windows applications including Microsoft Office Suite.
 

Desired Qualifications: 

 
  • Substantial experience in managing organizational reform of a law enforcement internal investigation body. 
  • Knowledge of organizational change management.
  • Experience with law enforcement like systems, such as staffing, finance, budget, training, operations, human resources, internal affairs functions, etc.
  • Experience in planning, and delivering diverse training; particularly leadership training for all levels from line to mid-level and executive level staff.
  • Knowledge of police general methodologies
  • Experience in project management, planning and strategic development, including evaluation of effectiveness
  • Language skills in Albanian (Kosovo specific dialect) is a plus.
  • Excellent drafting and presentation skills
  • Ability to conduct extensive internet research utilizing common internet based search platforms. 
  • Should have effective interpersonal communication skills
  • Knowledge of history and political developments in the Balkans
