Michael N. Becar
Executive Director, CEO
Mike Becar is currently the Executive Director for the International Association of Directors of Law Enforcement Standards and Training (IADLEST).
Mike recently retired from the Idaho Peace Office Standards and Training Academy where he was responsible for the basic training of all of Idaho Peace Officers, County Detention Officers, and Juvenile Corrections. He managed three regional offices throughout the state that provided in-service training for all of Idaho peace officers and he oversaw the certification and licensing of all Idaho Peace Officers.
Mike spent 27 years at the Police Academy and was Executive Director for the last 10 years prior to his retirement. He also spent 12 years at the Caldwell, Idaho Police department as a Sergeant and shift commander.
He is a graduate of the University of Idaho with a Bachelor of Science in Education, Trade and Technology, member of Phi Beta Kappa, honor society of Boise State University, graduate of the FBI National Academy and FBI Intermountain Command College.

David L. Harvey
David is the Deputy Director of IADLEST and is responsible for overseeing staff and programs to include grants. Prior to coming to IADLEST in 2017 David was the Executive Director for the Michigan Commission on Law Enforcement Standards (MCOLES) for the previous seven years. David was also on the Executive Board for IADLEST and served as President.
Prior to MCOLES, David retired as the Police Chief for the City of Garden City Michigan where he also served as the City Manager. David also served as the Police Chief for the Wayne County Metropolitan Airport Authority. He is also a US Army veteran and served as a Military Police Officer.
David earned a Bachelor of Science in Criminal Justice from the Madonna University in Livonia Michigan and a Master’s in Public Administration from the University of Michigan Dearborn. He is also an Assistant Professor for Madonna University and teaches in the undergraduate and graduate programs for criminal justice.

Director of Operations
Yvonne has been with IADLEST for 6 years and manages all of the day to day operations. She oversees and manages all of the numerous grants and maintains the relationships with our federal partners as well as other supporters of IADLEST.
Yvonne also has the responsibility of overseeing the accounting functions and handles the day to day billing process and works closely with the financial auditors at year end. Additionally, Yvonne plans and manages the annual conference which entails scheduling, negotiating contracts and all financials.
Yvonne came to IADLEST from the private sector with extensive experience as a director of operations for several other industries as well as sales.

Dan serves as the system administrator for multiple IADLEST projects including the organization's main member and informational site at www.iadlest.org, the National Decertification Index (NDI). Previously, he worked on the National Sobriety Testing Resource Center at www.SobrietyTesting.org.
In addition to maintaining servers for IADLEST, Dan has recently retired from the Maryland Police and Correctional Training Commissions (Maryland's POST agency) where he served as Director of Technical Services.
He has over 20 years experience in the computer sciences field and has earned Microsoft's highest level of technical certification: Microsoft Certified Systems Engineer (MSCE).
