This skilled position requires high performance in a number of critical areas, including but not limited to
grants management, analytics and data analysis, policy development and compliance, portfolio
management of key initiatives of the Association. Excellent written and verbal communications skills are
essential, as well as demonstrated abilities in being a problem solver and team player. This position will
be a senior position in the TACP staff alignment and reports to the Executive Director.
Position requires: a) complex and integrated program planning, management and development for
programs funded through contract(s)/grant(s); b) provision of advanced technical/professional
leadership and direction in areas of expertise; c) strategic representation and collaborative interaction
with a wide range of high-level internal and external constituencies; d) establishment and
administration of integrated program budgets, operating policies and standards, and management
systems; e) establishment, development, and management of multiple program funding and resources;
f) strategic management and supervision of program management and staff in support of multiple
- Prepares grant applications, financial reports, and other required reporting to funding organizations;
- Prepares operational timelines, creates, and maintains accountability reporting as assigned;
- Performs basic and advanced analysis to inform leadership decision making, accountability, and transparency.
- Performs accounting/account management functions, occasionally supervising deliverables of internal and external staff
- Performs scheduling of daily staff assignments;
- Plans, or assists in planning, budgets with oversight of income, revenue, and expense tracking;
- Assists in the development and management of annual budgets for the organization and performs periodic cost and productivity analyses;
- Plans, develops, implements, and coordinates TACP project(s) or program(s).
- Directs, manages, and oversees the daily administrative components of program(s)/project(s);
- Designs and implements systems to assess, collect, maintain, and analyze data;
- Generates interim progress reports, final reports, evaluation, and other information related to project(s) or program(s);
- Establishes and implements short- and long-range goals, objectives, policies, and operating procedures;
- Monitors and evaluates operational effectiveness and effects changes required for improvement;
- Plans and develops strategies for generating resources and/or revenues for the project; may prepare contract and/or grant proposals; and
- Develops and implements systems and processes to establish and maintain records.
- May represent the Association to various organizations and groups as well as externally to governmental agencies, funding agencies, national organizations, and the general public;
- Performs other job-related duties as assigned.
Minimum Job Requirements
Graduation from a four-year accredited college or university, with a completed bachelor’s degree in
public administration, business administration, or other related discipline strongly preferred; at least 5
years of experience directly related to the duties and responsibilities specified, two of which are at the
management level experience; or equivalent acceptable combined education and experience.
Knowledge, Skills and Abilities Required
- Knowledge of financial/business, and generally acceptable accounting principles (GAAP) and related analysis techniques;
- Knowledge of contracts and grants preparation and management;
- Knowledge of management principles and practices;
- Skill in detecting and intercepting problems and issues as they arise;
- Skill in developing and managing data bases;
- Skill in preparing analytical findings from research, member surveys, budget/cost analysis and use of applicable software;
- Skill in working effectively with a wide range of constituencies in a diverse community;
- Skill in the use of computers, preferably in a PC, Windows-based operating environment;
- Skill in budget preparation and fiscal management;
- Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures;
- Skill in organizing resources and establishing priorities;
- Skill in developing policy and procedure documentation;
- Skill in program planning and implementation;
- Ability to work collegially with persons of varying backgrounds and cultures;
- Ability to develop and maintain recordkeeping systems and procedures;
- Ability to communicate effectively, both orally and in writing;
- Ability to gather data, compile information, and prepare reports;
- Ability to serve on task forces, committees, and other groups representing the Association;
- Ability to develop, plan, and implement short- and long-range goals;

This position offers a starting salary of $52,000 to $56,000 and a 6% in lieu of benefits stipend annually
